Service first, augmented by AI.
Digital services for government and civil society that work brilliantly — and keep working.
We design and build new services, and improve the ones you already run — with AI doing real work in both the building and the service, and people in charge throughout.
Available to the public sector through the DOS7 framework (RM1043.9)
What sets us apart
Quality of thinking
We synthesise a complex organisation into a design people recognise as true.
Cutting-edge AI
Frontier and open-weight models, in the build and inside the service — used safely, in places we control.
Speed & quality of execution
A working service in weeks, not months — fast, without the throwaway.
Built to last
Maintainable by your people and AI for years: living docs, one readable source of truth, an open stack.
A high-quality service in a few weeks, at day rates — the kind of build that traditionally costs hundreds of thousands of pounds, and many months.
Why trust us with it
Teòmach Design is led by senior practitioners who have led product, user-centred design and delivery teams delivering complex, high-risk services for UK government — at SECRET, answering to government’s most senior security leadership. We’ve been responsible for services the country depends on, and for the most demanding stakeholders in the room.
The most sensitive of that work we can’t show you, by its nature — but we don’t only advise: we build and run digital services of our own, and operating them is what keeps our method honest.

Sometimes it’s a new service; more often it’s one you already run that needs to work better. We understand how the work really happens — including the workarounds nobody put on paper — then design, build for real, prove it with the people who’ll use it, and hand it over with everything needed to run it.
Security, accessibility and localisation are designed in from the start, not bolted on — and we work in the grain of the Government Digital Service Standard and its Scottish equivalent.

AI at the core — powerful, and under control
We design services where AI agents do real work — triaging, drafting, checking, chasing — as governed steps with plain-language quality criteria, a human fallback and an audit trail. And we build with agentic AI, doing in weeks what used to take a team months. People keep the decisions that matter.
It stays under control by design: the work is checked in plain English, not by reading code; it’s documented as it’s built; and it’s audited by a different AI than the one that built it. Your data never leaves a place we control — foundation models (ChatGPT, Claude, Gemini) through our secure cloud environment, or open-weight models (DeepSeek, Gemma, Mistral, Qwen) on our own hardware for the most sensitive work.
Who you’ll work with
A small, senior team led by Tom Inglis, spanning product management, service design and solutions architecture — the disciplines a big organisation usually splits across separate people. You work with the people doing the thinking, not an account manager and a rotating cast.
Available on the framework
Buy through DOS7 — RM1043.9
We’re an approved supplier on the government’s Digital Outcomes and Specialists (DOS7) framework — so a public body can bring us in through a pre-approved commercial route, as a defined outcome or specialist resource, without running a full open procurement. Also available outside IR35.
Common questions
How are you different from a big consultancy or SI?
We’re a small, senior team — you work with the people doing the thinking, not an account layer. Against a large end-to-end supplier, our edge is speed and quality of execution: senior judgement working hand-in-glove with frontier AI, delivering in weeks what a bigger team takes months to ship. And we’ve led high-risk, security-cleared services in UK government ourselves.
Can you improve an existing service, or only build new ones?
Improving what exists is most of the work. We work out how the current service actually behaves — the code, the data, and the undocumented workarounds — agree what to keep, and replace it incrementally, with the old system running until the new one has proved itself.
How do you use AI without exposing our data?
We use foundation models — ChatGPT, Claude, Gemini — through our secure cloud environment, and open-weight models — DeepSeek, Gemma, Mistral, Qwen — running on our own hardware for the most sensitive work. Your data never leaves a place we control.
Can you work inside our secure environment, or across security boundaries?
Yes. We’ve done exactly that in government, building workflows for sensitive information across security boundaries.
What if we need the operating model, not new software?
That’s a valid engagement on its own. You get service blueprints and process maps in a form both your people and your AI tools can execute — the service design, agreed and versioned, without a line of bespoke code.
What do we actually get at the end of an engagement?
A working, validated service that’s usable up to a defined scale, plus the blueprints, process maps and documentation to run it — and a clear roadmap for taking it further.
How long does this take?
It depends on scope — but a working service is usually a few weeks of focused work, not a multi-month project.
How do you price it?
£600 per person, per day, plus VAT, outside IR35 or via DOS7. Defined pieces of work can be scoped to a fixed fee, agreed up front.
